In my experience, if the portlet container does not initialize correctly, there is usually an issue with the portlet.xml or web.xml. To test this on the branches, I had to edit webapps\ROOT\WEB-INF\lib\portal-impl.jar\com\liferay\portal\tools\sql\dependencies\portal-data-counter.sql and set the value to 10000, so the class name ids will be smaller during the exports. I will try and take a look by the end of the week.
